2009 Minister’s Awards for Municipal Excellence

Honourable Ray Danyluk, Minister of Municipal Affairs, is pleased to announce the winners of the 2009 Minister’s Awards for Municipal Excellence. The eighth annual awards were given out at the AUMA and AAMD&C Conventions in November.  These awards recognize municipal government excellence and promote the sharing of knowledge among municipalities.

Congratulations to the following winners:

Innovation –   County of Athabasca No 12 formed an innovative P3 economic model in conjunction with neighbouring communities, the local school boards, business and community groups and launched a broad based rural high speed internet.  They now provide service to 85% of those requesting it, with speed and pricing directly competitive with urban settings and at zero capital cost to the municipality.

The City of Calgary won Honourable Mention for their web-based vehicle to provide detailed, up-to-date information on more than 500 capital projects to its citizens and funding partners.  The program is part of the city's ongoing commitment to accountability and transparency.  Go to calgaryinfrastructure.ca to see this innovative practice first hand. 

Partnership – The City of Lethbridge, in partnership with Lethbridge College and Cedar Ridge Quality Homes, developed The Living Home project.  This project is a collaborative effort to educate, demonstrate, validate and promote good environmental home design that is applicable to the Lethbridge environment.  The partners worked to design and construct a home that enhances quality of life both within the home and within the community.

The County of Grande Prairie No. 1 and Peace Wapiti School Division No. 76 earned Honourable Mention for their joint project in the Clairmont Community School and Wellington Resource Centre.  This is a shared facility where the two partners worked to meet the infrastructure requiqrements of multiple levels of Government within a family-centred facility providing services to the Hamlet of Clairmont.

Safe Communities – Clearwater County, in partnership with Sustainable Resources, Tourism Parks and Recreation, R.C.M.P Detachments in the region, Town of Rocky Mountain House and Brazeau County, established the May Long Weekend Task Force.  This multi-agency approach combines resources to create a united and flexible approach to enforcement and education, focusing on land stewardship, environmental sustainaability and, above all, community safety.

The City of Airdrie achieved Honourable Mention for their Anti-Vandalism Committee.  Airdrie succeeded in having a reduction in the reported cases of vandalism due to the effectiveness of the committee and their proactive approach to dealing with issues of vandalism and crime by focusing on the root causes of crime and working on prevention by educating and empowering citizens.

Smaller Municipality – Seven summer villages on Pigeon Lake are managed from the same municipal office.  By entering into a joint agreement and establishing a Joint Services Committee, these municipalities have achieved a number of efficiencies and improved practices by being able to attract and retain qualified staff as well as making joint applications for grants helping their finances to be used more effectively.  For this, the summer villages of Argentia Beach, Crystal Springs, Golden Days, Grandview, Ma-Me-O Beach, Norris Beach and Poplar Bay are the winners of the Smaller Municipalities Award for Municipal Excellence.

Outstanding Achievement

The 2009 Outstanding Achievement Award went to Mountain View County, the Towns of Carstairs, Didsbury, Olds and Sundre and the Village of Cremona for their Inter-Municipal Development Plan Template and Memorandum of Agreement Template and the municipal Area Partnership (MAP).  MAP has developed an innovative process for working together to seek sustainable and diversified tax bases without undue reliance on non-renewable resources.  By working together the municipalities achive balanced, sustainable economic growth and development in a highly diverse region that embraces both urban and rural cultures.

The Municipal Excellence Network is an initiative developed through the collaborative efforts of Alberta municipalities, municipal associations, and Alberta Municipal Affairs. These partners are working together to provide an online resource tool that features a searchable collection of leading municipal practices from around the province.  The MEnet website is currently undergoing a redevelopment. The new and improved site will launch in the near future. Please watch this page for updates on the launch date.

To prepare for the 2010 Minister's Awards for Municipal Excellence you can begin by downloading and completing the Practice Collection form.  Then, when the call for award nominations goes out you will have the majority of your work done.
